chore(KONFLUX-6210): fix and set name and cpe label for scanner-db-slim-4-8

For https://issues.redhat.com/browse/KONFLUX-6210, clair needs access to a name and cpe label that it can use to look up the image in VEX statements.

I'm waiting for a stackrox member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
