Adds hawk table and editor

Adds the following:

• A hawk list
• A way to add hawks to the list
• A way to edit hawks in the list

Additional functionality that should be added before release:

• Make sure the required fields are actually required to submit
• Validate the fields
• A way to delete a hawk
• Debounce the filter requests so that we don't hit the API too much
• Add sorting to the hawk table
• Make "Save" button in the hawk form stick to the bottom of the screen, so that the user doesn't have to scroll to the bottom to save
