Summary

Comprehensive upstream sync from CM-PVE (https://github.com/cmss13-devs/cmss13-pve) and CM-PVE-HALO (https://github.com/cmss13-devs/cmss13-pve-halo) into BandaTroopers.

Remove leftover root HALO sounds and unused aggregate HALO gun files; update CM-PVE/HALO port docs.
Keep AI grenade throws from being interrupted, add safer throw-back handling, and clean Golden Arrow briefing DMM diff-marker prefixes.
