- add the last of the 3.x ggplot2 versions
- no req updates seemed to be required (CRAN no longer lists the 3.x so I based off of the github)

@RikkiButler20 It's ready to go. But, it won't pass the CI prechecks because the CI downloader can't handle the archival CRAN links. I have no idea how to proceed. |
