Adds a registry entry for the Solana Program Upgrade Guard skill.\n\nPublic skill repo: https://github.com/TommoHCIO/solana-program-upgrade-guard-skill\n\nThe skill helps agents review Solana program upgrades before mainnet: upgrade authority and ProgramData custody, IDL/bytecode drift, migration replay safety, and rollback readiness.\n\nLocal verification performed:\n- Source skill validator passed in the standalone repo.\n- Install script copied the skill into a temp skills directory.\n- Registry JSON validates with python -m json.tool.\n\nNote: repo link-check tests in this shallow clone fail on many existing ext/* links because submodules/external skills are not checked out; this PR only changes skill-registry.json.
