Looks like the TAs over in the issue discussion approve it. While I haven't read up the changes arm64 brings instead of using qemu, if they say it is good, then that is good enough for me.

Changes the docker-publish action to use an ARM64 runner instead of emulating it.

I am unsure if this is ready to be merged but this is all the code that was reported by @pawlh to be required for closing the mentioned issue.
