What does this PR do?

Switch from elazarl/goproxy => stripe/goproxy.

Aim here is to create an artifact on our preview channel can be used for validation with our customers.

Reference: CLI-658

Manual testing

  • Install on a Linux machine
  • Set some additional certificate bundles, for example export NODE_EXTRA_CA_CERTS=/etc/ssl/certs/ca-bundle.crt
  • Run snyk test .

Expected result: The test will exit in an expected outcome, rather than an excesssive message size error message.
