feat: add quota display options

Summary

• add opt-in spaced exact reset countdowns across quota display surfaces
• add opt-in bare percentage labels with mode-aware report and sidebar headings
• preserve existing defaults and legacy decimal reset formatting
• include display settings in render-cache identity and expand cross-surface coverage

Context

This reimplements the remaining display improvements from #239 against current production code after the minute-reset work landed separately. Credit to @MemberIT for the original proposal and implementation in #239.
