Summary

• add real release/install scaffolding for the convex-sync CLI
• add Depot stable + prerelease workflows plus release-please config
• add a checkout-linked convex-sync-dev flow and tighten install/release docs

What Changed

• set the workspace/app versioning up for an initial 0.0.1 CLI release
• add install.sh with auto|dev|release modes and latest|next|vX.Y.Z resolution
• add scripts/convex-sync-dev with commit-aware dev version verification
• add .depot/workflows/release.yml and .depot/workflows/release-rc.yml
• switch Depot CI clippy/test to depot cargo and explicitly install sccache
• add CHANGELOG.md, release-please-config.json, and .release-please-manifest.json
• document the install/release surface in the README and release doc
