@UziTech what would be the impact of updating npm in the context of this plugin? are you interested in working through what would be necessary to move this forward in a similar fashion to the release of @semantic-release/npm that went out yesterday?

I don't think npm is actually needed as a dependency. We could probably just remove it.

It looks like we are using npm to up the version in prepare so we need to use a specific version.

thank you for following up on this. sorry that i havent gotten back to you after your earlier response, but it looks like you arrived where i would have suggested.

the one additional piece that is probably worth covering with this is handling preferLocal like was done in semantic-release/npm@002439e as explained in semantic-release/npm#445

I'm confused by preferLocal it seems to do the opposite of what we want.
