This PR bumps Firebase to the latest public release as of this writing.
Notable changes to tests

iOS minimum target has been bumped to 13.0 in order to satisfy dependency compiler errors.
The Package.resolved file has been removed as it needs re-generating, I'll leave that to the maintainers to update.
