This PR adds
golangci-lintas the linter for the project and makes most of the changes suggested by the linters, but ignores some (with annotations on the affected lines). This replaces the old run of juststaticcheckin CI.The configuration is based on the configuration used in the gittuf project: https://github.com/gittuf/gittuf/blob/main/.golangci.yml
