This PR adds significant improvements to PhASAR's code comments and makes sure that they are more compatible with Doxygen.
Also, it adds a workflow to PhASAR's CI that automatically pushes the latest generated Doxygen docs to the branch
gh-pagesto be deployed as GitHub Pages.
