Add local instrument INST for Credit Transfers for pain.001.001.03
Add validations on CreditTransferTransaction
Allow only pan.001.001.03 and service level SEPA to be compatible with local instrument INST

Test passed:

Coverage report generated for RSpec to /Users/danielcomas/dev/sepa_king/coverage.
Line Coverage: 100.0% (491 / 491)
