It looks like there is a mneme_question_title.sql file for the supported databases and rather than adding the additional SQL to the mneme_question.sql file we should just run the other file when doing DDL.
This has the benefit of working in upgrades as we run the first line of a DDL file and if it stop don't run any more. Adding a second file means upgraders will run this without any extra magic.
