relax Python version constraints in the pyproject template for optional packages. See sagemath#41065 for the tdlib case

we have not announced that we support 3.14 finally. I think that it is better to set the upper bound is 3.14 |

these packages cannot be used outside of Sage. The version bounds make little sense here anyway. |
