Create bone-shard-helper plugin

The Bone Shard Helper plugin is a calculator and quality of life enhancer for training Prayer using blessed bone shards in Varlamore. It can help players:

• Calculate the materials needed to reach a certain experience goal (e.g. how many bone shards and wines needed to go from 85-99 prayer)
• Show the number of additional resources a player needs to obtain to meet the goal they've set
• Quickly see the bone shard value of their inventory, how many wines they need to process that number of bone shards, and what level they'll finish with

Additionally, it includes some configurable object highlight overlays to help with the actual prayer training activity.
