Currently in beta. Once it is ready, we can consider upgrading.

When we do, also:

  1. drop the workaround implemented in Fix local webpack compilation #905.
  2. allow nodejs engines > v17 in package.json.

Constrain node to < 17

Ran into the following issue with node v17:
webpack/webpack#14532

There are other workarounds but i figure this is safer for now, at least
until we are able to upgrade webpacker
(#906).
