feat(backend): implement CR-24 with backend updates

Verification of CR24

• Create a study and an area in an older version (e.g., 8.8)
  • Additional files should NOT be generated.
• Create a study and an area in version 9.3
  • Additional files should be generated per area.
  • In the series folder the files should contain 0/0.5/1–365 rows.
• Run simulation with and without CR24 enabled
  • Simulation should run successfully, solver must not crash.
  • No need for further functional testing (this has already been covered inside the solver) – here we only check whether the files are generated.
• Import an old study (which does not have the additional files)
  • Run update.
  • Check if the additional files are generated and if the simulation runs correctly.
• Code review
  • Review the code (I will check it now in the PR).
