This PR allows glue tests to be written for any language the Roc compiler supports building a platform for, instead of just Rust.

In order to add a new language, add matching folders in fixtures/ and fixture-templates/ as above, and add a glue spec filename in test_glue_cli.rs here (line 239):

Existing tests have been renamed from <test_name> to rust_<test_name>.
