This PR adds a new updated schema format for the PMP configuration which will be used for the test selection

don't know if you're decided to have 2 rgn_check macros or just one with a parameter, but if two, then the suffix should _anybyte and allbytes to make it obvious what it is for. If it's a parameter, give the name allbytes. Maintainers will thank you.
