In preparation to promoting RHDH Local to Dev Preview (https://issues.redhat.com/browse/RHIDP-5600), this PR updates the README file to clearly indicate that issues should be opened in our JIRA.
It also adds a LICENSE file (similar file as in the other installation methods), as I thought it was missing (but I can move this commit to a separate PR if it needs more discussion).
