I am cleaning up some old PRs. This is a cherry-pick from #202. It contains a bit more changes, so I am going to split it up.
The idea behind removing all that functionality from the buildutil is to make it simpler and thus more maintainable. We already started to do things like S3 uploads in GitHub actions, so we can also go along and do this everywhere.
