Implements the approved Cyber Pro capability split and restores autonomous review completion.
Adds Cyber Pro access semantics, protected editor and shell parity, credential and acting-child capability paths, explicit Advisory author disposition with raw reviewer evidence preserved, BIBLE rewrite handling, and truthful current versus next task settings projections.
Focused Python suites pass, including 432 synthesis/acceptance/access tests. The full bundled-Python suite reached 18,492 passed and 31 skipped; three existing Node subprocess checks are killed with signal 9/137 on this host, reproduced even by node --version. No version bump, tag, or release is included.
