Introduces a new institutional organ above the Mint Roster: a data-driven explainer of the Board's charter, mandate, and statutory clauses, followed by a ledger of the five seated Governors. Three seats are held ex officio by minters (Linnet as Chair, Poulsen for Reserves, Schjødt for Audit); two are external (Foundry Relations, Observer).
