Bumps the pinned scanner from 0.7.0 to 0.9.0. Since 0.7.0, ThreatCrush gained shell/PHP/Java/Go/Python rule sets and fixed the workspace: install break, several false-positive classes, and a ReDoS; detection coverage against the public testbed rose from 65.9% to 71.3% at 0% false positives. Findings on debtap are unchanged — still the same insecure package fetches (curl -k / plain HTTP) on lines 103-128, now reported at a consistent severity.
