Make repo hook-clean for the rs-static pre-commit gate - #517

rainix#195 added 'pre-commit run --all-files' to rs-static CI. This repo had accumulated hook-dirt that the local hooks never enforced (committed via --no-verify or outside the nix shell), so the new gate fails. Clean it: - denofmt: TESTING.md, audit/*.md - prettier-rainix: .devcontainer.json, .vscode/settings.json - yamlfmt: .github/workflows/pr-assessment.yaml - shellcheck: add 'shell=bash' directive to .envrc (SC2148) No source/behaviour changes; formatting + one shellcheck directive only.
