Make repo hook-clean for the rs-static pre-commit gate

rainix#195 added pre-commit run --all-files to the rs-static CI job. This repo had accumulated hook-dirt that the local hooks never enforced (files committed via --no-verify or outside the nix shell), so the new gate fails on PRs (e.g. #516).

Clean it — formatting + one shellcheck directive only, no source/behaviour changes:

• denofmt: TESTING.md, audit/2026-03-23-01/triage.md, audit/known-false-positives.md
• prettier-rainix: .devcontainer.json, .vscode/settings.json
• yamlfmt: .github/workflows/pr-assessment.yaml
• shellcheck: .envrc SC2148 — add # shellcheck shell=bash directive (direnv sources it as bash)

pre-commit run --all-files passes after this. Unblocks #516 (parser publish) once that branch picks up this cleanup.
