Switch Package Release from chained per-crate callers to one rainix workspace publish (crates: bindings dispair). One job bumps + publishes both in dep order, one push via the deploy key (bypasses main protection), namespaced tags — no chained-job race or the tag-before-publish orphaning that stranded earlier runs. parser/eval stay deferred (parser needs version= on its workspace deps; eval has the foundry-evm git dep).
