Add first character creation callback/event

Integrated a new user interface (NUI) callback and improved the event callback to enable other FiveM developers to detect the initial character creation. This functionality is particularly useful / indispensable for custom spawn resources & etc…

By the way, I’m sorry that this commit also includes automatic formatting (I noticed it too late).
