Changelog

#2761 appears to have fixed FP8 + TP in the non-compile case. Without compile, FP8 + TP does not appear to offer any memory savings or TPS benefits, but since it runs, ungating it should accelerate testing.

What are the changes made in this PR?

• Makes FP8 TP plan public, adds to import path
• Removes explicit gate on FP8 + TP

Training looks relatively stable with similar loss curves, and comparable TPS and memory usage.
