Cherry-pick of #13496, which fixes flow log packet and byte counts freezing once a connection is offloaded to the software flowtable. Setting the flowtable's counter flag keeps the kernel updating them, and Felix probes for the flag at startup since it needs kernel 5.13 or later. The pick carries the knftables bump from the original PR.
