Summary:

add the canonical Felt drop-in replacement roadmap with explicit C++ parity and enhanced VEIR profile policy
add Phase 9 and Phase 10 planning docs, README pointers, and source-ledger entries
add the Phase 10 external-driver smoke wrapper and bootstrap evidence
