… set in setuphandler * Remove obsolete block-cleanup. The real fix for importing blocks is in exportimport.

Fix setting blocks on the root since the
volto.blocksbehavior is set in setuphandler.Remove obsolete block-cleanup code. The real fix for blocks is in collective/collective.exportimport#241
