Make verifier configuration safer and clearer while supporting multiple DA verifiers per oracle and test-only admin verifier options.
Local stacks need stable contract addresses when deployment ordering, configuration, or bytecode changes. Share CreateX salts across production, staging, wizard, and testing verifier deployments.

Adds an interactive deployment flow with per-oracle verifier selection and moves production, staging, wizard, and testing deployments onto shared CreateX/CREATE3 salts. It supports disabling State Oracle whitelisting and test-only AlwaysApprove/SuperAdmin verifiers while preserving addresses across transaction ordering and deployment configuration.
