Adds an org-wide required workflow that fails a PR whose title isn't a Conventional Commit. It's built the same way as require-linear.yml, so it gets enabled through an org ruleset in the same way.
What passes
<type>(<optional scope>)<optional !>: <description>, where the type is lowercase and one of feat fix docs style refactor perf test build ci chore revert. Example: fix(beta, home): … (ENG-123).
GitHub's revert-button titles: Revert "feat: …".
PRs opened by the same bots that require-linear allowlists. That covers changesets' Version Packages in pho-ui.
merge_group events. The PR was checked before it entered the queue.
The PR is re-fetched on every run, as in require-linear, so "Re-run jobs" sees the title as it is now. The failure message is bilingual and lists the allowed types with examples.
Limitation: title edits. A ruleset runs a required workflow only on opened, synchronize, and reopened, and it ignores types:. So after fixing a title, the author has to click "Re-run jobs" or push a commit. The bigger gap is that a title edited after the check passed is never re-checked. Only a commit-message rule on the default branch (a ruleset metadata restriction) closes that gap.
Checked against real history
I ran the script with a mocked github/context against the last 500 merged PR titles across photon-hq. 494 pass. The 6 that fail:
4 lago-api titles shaped like ENG-4414 fixup: …
2 application-manifest titles that start with a plain verb (Add Renovate …, Pin GitHub Actions SHAs …)
actionlint is clean.
Enabling it (needs an org admin)
Org Settings → Rules → Rulesets → New branch ruleset, targeting the default branch of all repositories. Turn on "Require workflows to pass before merging" and add photon-hq/.github → .github/workflows/require-conventional-commits.yml.
In each repository, set the squash-merge default commit message to "Pull request title". With GitHub's default setting, a single-commit PR is squashed using its commit message instead of its title, which would skip this check.

Summary by CodeRabbit
Chores
Pull request titles are checked for the required Conventional Commit format when a pull request is opened, updated, or reopened. Supported titles may include a scope or breaking-change marker.
Revert titles and updates from approved automation accounts are accepted, and merge-queue events pass without a title check.
Titles that don’t match an accepted format, or are missing, cause the check to fail with guidance. Setup and rerun instructions are also documented.

A new GitHub Actions workflow checks pull request titles on specified pull request events. It skips title checks for merge-queue events and allows listed bot authors. Other titles must match a configured Conventional Commit format or GitHub revert format.

Summary
Configure and validate pull request titles .github/workflows/require-conventional-commits.yml
The workflow runs on specified pull request and merge-queue events. It fetches the current pull request, allows six listed bot authors, and checks other titles against configured Conventional Commit and GitHub revert formats. Invalid titles receive bilingual guidance and examples.

Full details: Title check
Explanation
The title follows Conventional Commits format (type feat with scope require-conventional-commits) and matches the main change: an org-wide workflow that requires Conventional Commits PR titles. The workflow file in the summary accepts lowercase Conventional Commit types with optional scope and breaking-change marker, so the title describes the primary change. The title is 83 characters, slightly long, but it is specific and clear.

- Line 35: Update the conventional-title job condition so this workflow can run
for pull requests originating from other repositories; use the documented `if:
true` condition or another documented option that enables cross-repository runs.
- Line 28: Remove edited from the pull_request types in the workflow trigger,
since this ruleset-required check does not rerun on title edits. Update the
failure message to say the check reruns after a commit push, branch update, or
closing and reopening the PR; do not imply a title edit triggers a rerun.
