Extend Settings to allow customizing planning scene and bite transfer speed

This PR extends the settings menu to allow users to customize the speed of approach to their mouth, as well as the planning scene.

• Launch the code in mock
• Go into settings, open "Motion To/From Mouth," change the parameter, verify it gets updated.
• Go into Settings, planning scene, change it, and verify it gets updated.
