repository 코드를 살펴보니
Optional<JobInfo> findByIdAndUserId(@Param("jobInfoId") Long jobInfoId, @Param("userId") Long userId);매개변수를 Long jobInfoId, Long userId 순서로 설정했던 것이 원인 -> 순서에 맞게 서비스 로직 수정하니 해결!
