…to get the justification form to be within the main page, using investigators as a template. alas it seems the need to hand over data is causing issues. im still not sure im correct in this approach.
…ve also added the cancel button reroute back. mirroring investigators.

draft pr. no point reviewing or looking at right now. Mainly created to help keep track of stuff.
at the moment, i swear i'm going the wrong way for just the justification page. I swear i need some form of data store to bridge the router not having data, but at the moment i don't think I've made the right approach using the proposal context as that feels global. am trying to relearn how to store data in react.
Anyhow. at moment, its got work to rewrite the modal as a real frame and attempting to tie the routing to reflect this. but its not working yet.
