Adds repository and package AGENTS.md guidance for contributors, including shared-logic ownership, control-file handling, error messages, validation, and packaging. Keeps contributor guidance out of published package artifacts.
Validation: local Markdown links and anchors, packaging exclusion rules, and git diff --check. Runtime tests were not rerun for the latest documentation-only edits.
