Adding support for new completion semantics to allow reusing the source buffers associated with non-blocking put and non-blocking put-with-signal operations without a heavy ordering and/or delivery of completion semantics currently supported by existing memory ordering routines.
Related to #468 discussion. This is a simple version of the feature without covering any local completion semantics on non-blocking AMOs. This new feature can be extended as needed for further new features and also be provided with a per-pe variant of the operation if required.
