OCPBUGS-64594: refactor(tests): improve ModuleTestsOnly filtering logic

Update test selection to check all code locations with full paths. A test is excluded only if all full-path locations are external (vendored or from k8s.io/kubernetes/test). Tests with at least one local code location are included, allowing local tests to use vendored helper functions.
