Add vm_override and remove diff workaround for driver-toolkit

Summary

• Add vm_override configuration for aarch64 builds to use larger VM instance
• Remove unnecessary diff command workaround modification

Test plan

• Verify driver-toolkit builds successfully on aarch64 with the larger VM
• Confirm kernel version check works properly without the workaround
