Description

As part of this PR we are creating course team main layout, we have 2 tabs one for Members and one for Roles, we included the main table for members without working on actions as add/edit,etc.

Note:
Content of roles tab will be handled in a diff PR, same for filters and actions for members tab.

Testing instructions

• Go to course_team page, with a valid course id, example: http://apps.local.openedx.io:2003/instructor-dashboard/course-v1:OpenedX+DemoX+DemoCourse/course_team
• You should see the layout an table for members tab

We're trying to move away from some deprecated patterns in this codebase. Please

• Deprecated propTypes, defaultProps, and injectIntl patterns are not used in any new or modified code.

• All new i18n messages in messages.ts files have a description for translators to use.
