Ports citrolabs#228 into this fork without pulling unrelated upstream dev commits.
Also fixes the path-scoped workflow to build its local ego-browser dependency and keeps CDP request timeout timers referenced.
Tested:
package/ego-windows-host npm test— 57 passed.
