This pull request updates the handling of the Apache 2.0 license in the repository. The main change is to move the full license text from
LICENSES/Apache-2.0.txtto the rootLICENSEfile, and replace the former with a reference to the new location. This simplifies license management by maintaining a single authoritative copy of the license text.
