Update frametable printer to handle alloc calls + skip musttail calls for statepoints

This PR makes two independent changes:

• The OxCaml frametable printer is updated to handle alloc calls via packing the necessary information to the statepoint ID. More information can be found in (LLVM Backend) Fix statepoint ID to make LLVM print proper frame_info for frametables oxcaml/oxcaml#4760
• musttail calls are skipped in RS4GC pass instead of being marked as GC leafs in the emitted IR to avoid problems with inlining.
