This PR:

  • Adds boilerplate Foundry contracts that simulate Sapphire precompiles and decryption
  • Implements Foundry tests
  • Contains Rust FFI bindings
  • Added Makefile with build, test, clean options
  • Readme with instructions

Enables local testing of Sapphire-compatible contracts without using forks.
