What this PR does:
This code has been added to implement observability and debuggability as part of our OSS project. We have written code to write logs to a log file and to the standard output. We have used a Filebeat sidecar to export these logs to Elasticsearch and Kibana for visualization. Changes have been made in the main.go and config/manager/manager.yaml file.
How Has This Been Tested?:
We have manually tested this code.
