fix: support wget in install bootstrap

Summary

• replace the hard curl prerequisite in the generated bootstrap shell with a download_url helper
• keep curl as the preferred downloader, but fall back to wget -O when curl is unavailable
• cover the no-curl path by executing the generated shell script with a mocked PATH that exposes wget only

Verification

• npm test
• npm run lint
• git diff --check
