[BUG]: SCP-079 ServerSpecifics key inputs only work on the camera selection screen

Description

SCP-079 ServerSpecifics key inputs only work while the camera selection screen is open.

To Reproduce

1. Play as SCP-079.
2. Register a ServerSpecifics key input.
3. Try using the key outside of the camera selection screen.
4. The input is not detected.

Expected Behavior

SCP-079 ServerSpecifics key inputs should work regardless of which SCP-079 screen or interface is currently active.

Additional Information

This appears to be specific to SCP-079. Other roles can use ServerSpecifics key inputs normally regardless of their current interface.

to add further onto this, using free look as 079 allows them to use serverspecific key inputs again (basically anything that captures 079's cursor allows ss inputs to be used). i remember this also occuring with the none and destroyed role where no serverspecific inputs can be registered by those roles

Hope this gets fixed soon because this is awful for modding flexibility.
